How to bloom or toast older spices for flavor

If you have spices which have been sitting in your cupboard for a long spell, here's what you can do with them to jazz them up and give foods more flavor from those older spices.  For heaven's sake, don't throw them away, especially if they're specially ordered or from a health food store (usually always organic) - - - they're just too expensive to toss out.  I sometimes order from Mt. Rose Herbs or from Frontier Co-op Spices but they can often be ordered only in large portions, and it's hard to get them used up before they start to dwindle in flavor.  Don't let that happen!  Here's how to deal with that situation:
