This is SOOOO not legal. But Biden'll try it anyway. Biden has already (in the first 5 days) pissed off many people in the wrong places. I just sit back and cackle. But this proposed step of his is just plain illegal. Employers, including the gubmint, have NO AUTHORITY to ask your political leanings.
