He's promoting reefer madness like never before and it's pure, outlandish hogwash.  The reason it's so outlandish is that most European countries have been using it for decades, the South American countries have been using it for centuries, and both Canada & Mexico have recently made it legal for use, at least in the medical realm. 

America is not ever going to do that fully (as a nation) because it is cutting into the profits of bigphRmalollapallooza to a great degree and we can't have that, can we? No sir, we must keep our phrmA companies happy so they can/will keep producing dangerous drugs, epidemics and addictions.  After all, isn't that what the medical industry is all about?  They don't really want to help people, doncha see, and it leads me to believe that Jeff Sessions is probably most likely absolutely taking money from the phRmA industry.  Oh yeah, that's happening because even HE can't be so stupid as not to have heard about the healing benefits of pot. 

Once again, America loses.
