I don't think this is Joe's wish
Ol' joe doesn't wish to be emperor of America, but his FAMILY wants that.
He's just the pawn in this awful game of chess. Ol' joe is being led around by the ring in his nose like an old bull. A full of shit bull. 
But get rid of him they must, he's become a liabilty now, and with Commala hanging onto his coattails things are even worse for him.

Also, it is my opinion that ol' joe cannot let ANYONE win the war in Ukraine. It needs to be a perpetual war because he NEEDS that war to continue, to make it look as if he's actually doing something. All he's really doing is wasting American money. He has no concept of money. He doesn't understand it and he doesn't care about it.
