I haven't heard a youtube or anything of this "statement" but in the written version the word "signaling" is used when I think they meant "singling".  You don't "signal out" something, you single out something, right?

So I don't know which word was actually used in the conversation. 

As if things around the WH aren't confusing enough, then we have problems with the English language!  Good grief.
