This sort of thing should NEVER happen.  This LEO wasn't even on his way to anything all that important.  What a GD shame for the unfortunate 10 year old who paid the ultimate price for the arrogance of the current police departments across the land.  No one trusts them anymore, and after reading this it's no damned wonder why.  They bring this crap on themselves and wonder why people hate them.
