This guy thinks that people having to pay a few bucks more for the price of gas, he'll get his employees to work longer  hours. IOW he thinks that his employees won't want to spend the money on gas to get to work unless they are able to work longer hours (but WOULD they make more money?).  After "deductions" it's likely this is a bogus idea on its face.
