When did the meaning of the word "illegal" suddenly change?

And WHEN did it change to mean "legal" to the democraps?

People swarming across the border are illegals to everyone except biden and his democraps - - except that they truly ARE here illegally.

Someone needs to either change the meaning of the word in every dictionary in the world, or we need to start recognizing the illegals crossing the border for who and what they are.  They are here in America ILLEGALLY.
