Meaning out of money?

If it is, WHY ON EARTH do they keep advertising it (every second commercial without fail) as now offering FREEBIES - free dental work, free eye care including glasses, free this, free that, "Get $130 per month back if you're paying for medicare" - - - the lies never end.  I'm so sick of hearing medicare and drug commercials my tv is off a lot these days but I still hear the propaganda crap because you cannot avoid it.  It's like a plague on the airwaves.

Ditto for drugs: "IF YOU CAN'T AFFORD TO PAY FOR YOUR DRUGS, WE MAY BE ABLE TO HELP" is the cry being heard from various, specious entities on the lit-up tube.  My question?  If people can't afford to pay for their medications, why don't the drug companies just lower the prices instead of offering to "help" people who can't afford drugs?  Most people don't need their synthetic, useless, DANGEROUS drugs in the first place.
