These days, yes.

You can flip to any channel, wait 10-20 seconds - - - and there will be a commercial for medicare.  OR something related to medicare.

HORRIBLE.

This is why I do not watch tv anymore.  Between medicare crap and the lying news channels, I avoid those networks and if I want to watch something, I try to catch the higher channels (for my part of the country it's the channels in the 400's) because there ARE NO ADS.  I LOVE IT!!  Such a relief.
