What the hell is wrong with people today?  There has to be something different happening today than what was happening in, say, the 1940's and 1950's.  Back then, they would have hauled this guy to a prison, beat the living shit outta him and left him to die.  I'm not so sure that was the wrong thing to do.  He will never be of any use to society at all, you can tell that by looking at him.
