Yep, the rules change depending upon who's in office (especially the POTUS). 

The last sentence of this article is kinda misleading at first.  I had to read it about three times to make sense of it because I think what he's trying to say is that it's questionable who DID the voting in the case of the "registered" illegal immigrants.  IOW, who ACTUALLY PHYSICALLY went to the polls and voted . . .
